Recently Hong Kong issued a new scheme for their Visa. On October 19, 2022, Hong Kong leaders announced a new visa scheme called the Top Talent Pass Scheme. It aims to attract the best global talent worldwide – those earning an annual salary of HKD 2.5 million or graduating from top universities worldwide.
Chief Executive John Lee stated that the move comes when hundreds of thousands of residents have fled the city over the years. These people chose to leave because of the ongoing political situation and limited freedoms for the people, and strict national security laws.

Added to this, the lockdown and strict protocols amidst the COVID-19 pandemic imposed severe entry restrictions on people, leading to a massive decline in the workforce.
Lee told the media that Hong Kong needs to be more proactive and aggressive when competing for companies and talent. "In addition to actively fostering and retaining local talent, the government will be proactive in recruiting world talent," he added. Lee also proposed tax breaks and relaxed measures when hiring international employees to increase the city's competitiveness."
